The El Paso Politics received an email from Xavier Miranda updating his EPISD termination hearing and his candidacy for the president of the El Paso Federation of Teachers & Support Personnel (EPAFT) union. The El Paso Politics reported on August 27, 2020 that there is some controversy with the local teacher’s union involving the current president, Ross Moore and EPISD teacher Xavier Miranda.

As the El Paso Politics reported, Xavier Miranda is facing termination from EPISD while he has announced his candidacy to replace Ross Moore as the union’s president. Miranda was scheduled to go before the EPISD Board of Trustees yesterday for a termination hearing.

That hearing was postponed.

Xavier Miranda sent El Paso Politics the following chronology of what has transpired on both issues.

According to Miranda, El Paso High School principal Mark Paz investigated Miranda for “collecting signatures” for his petition to run for the presidency of EPAFT. Paz’ investigation found that Miranda had used “instructional day for personal business,” because Miranda had exceeded his thirty-minute lunch period. The violation, according to Miranda, violated the Memorandum of Last Change issued to Miranda in 2019 by EPISD.

Miranda is currently assigned to the Curriculum and Instruction Department.

Miranda has been denied legal representation on his termination case before EPISD by the Executive Board of the El Paso American Federation of Teachers because of “recidivism,” according to Miranda. Miranda also wrote that the executive board feels that Miranda’s case had “no viability of winning”.

The termination hearing against Xavier Miranda scheduled for yesterday has been postponed and a new date for the hearing has yet to be scheduled.

Miranda writes that his intention “is to defend my employment throughout a process that entails an investigation conducted by an Examiner [sic] from the Texas Education Agency.”
