Rosa Cabrera was born in El Paso. She also uses the names “Rose” and “Arellano.” Rosa Cabrera is the founder of Dame La Mano Crisis Pregnancy Center, an El Paso homeless battered women’s shelter. Cabrera founded Dame La Mano in 1998. In 2012, the shelter was investigated by the El Paso Police Department after allegations were levied against Dame La Mano and a related agency that residents were being forced to give up some of their financial assistance. They were also accused of requiring residents to pan handle.
Cortney Niland requested that both agencies be investigated. In addition, on September 4, 2012, Dame La Mano was raided by Homeland Security’s Immigration and Customs Enforcement (ICE) along with a city inspector on allegations of human trafficking. At a June 2012 public meeting, Cortney Niland accused Dame La Mano of “stealing people’s food stamps.” The Texas Department of Human Services determined that no violations were found after they investigated. Rosa Cabrera, in news reports, accused Cortney Niland and former city manager Joyce Wilson with retaliation after Cabrera criticized both at a city council meeting.
No wrongdoing by either Dame La Mano or Rosa Cabrera has been found by the federal and state investigators.
