Lawsuit documents filed by the El Paso Children’s Hospital on May 30, 2024, allege that a former employee of the children’s hospital “committed a terrorist threat by threatening to kill and/or cause serious bodily injury” to people at the hospital on May 17. The lawsuit filed against Francisco Vives, Jr., alleges that Vives “approached a fellow employee and told her that he did not want to work” for the children’s hospital anymore, and would “become an active shooter.”

Vives, according to the lawsuit told employees that “he had a list of persons he would target.” The hospital was locked down for about three hours after an employee reported the threats to police dispatchers.

That same day, El Paso Children’s Hospital fired Vives and told him not to return to the hospital. Vives was arrested on May 20 and released on a bond of $25,000 on May 24.

The El Paso Police Incident Report attached to the lawsuit documents and dated May 29 alleges that Vives approached his supervisor at about noon at the children’s hospital facility on Alameda and told his supervisor that Vives “did not like the center [children’s hospital facility] anymore “because everyone talks about him.” The supervisor reported that Vives said he “would become an active shooter.” After Cindy Stout, CEO of the Children’s Hospital, reported the incident to 911, the Alameda location of the hospital was locked down approximately between 2:30 and 5:30 pm.

On June 3rd, a temporary restraining order was issued by the court ordering Vives to not threaten employees of the children’s hospital and to remain 200 yards away from seven El Paso Children’s Hospital facilities.

A hearing for a permanent restraining order is set for Wednesday, June 12 at 10:30 in the morning.

According to a Texas Tech Health El Paso News and Events online newsletter, an individual named Francisco Vives was hired as a Clinical Assistant sometime in August 2022. Texas Tech University works closely with the El Paso Children’s Hospital in their facilities.

Online criminal records show that an individual by the name of Francisco Vives was charged with an adult misdemeanor for criminal mischief on December 27, 2023. The individual pleaded not guilty on January 22. A failure to maintain financial responsibility was filed against an individual with the same name on April 3, 2024. The case involving the terroristic threat was filed on May 20.

No court date for either criminal trial has been set as of the publication date.
