Carlos Chavira was a successful businessman and respected leader of the business community of the State of Chihuahua, Mexico when he and his family were forced to leave Mexico due to threats and intimidation at the highest level.
During the years when crime and murder in Juarez were at its peak, Chavira worked to end the corruption and revitalize the economy. Chavira was gaining stature and the respect of the business community when his rising popularity threatened the political future of the corrupt governor of Chihuahua, Mexico. Chavira became an unwitting target that also attempted to implicate El Paso CPA David Marcus and attorney Jim Darnell.

Cesar Duarte is currently being held in custody in Florida, where he awaits extradition to Mexico for crimes he committed against the State while in office.
