    I completely agree with you martin. The city will reconstitute the financing as well as the name and usage to make it fit and it WILL be built. The city has 4 BILLION in debt and that does not include the billions from the other entities. Were going down and hard. Wait till ft. Bliss downsizes.

    These lines from an El Paso Times article would make me think otherwise. “Other sources” can refer to the issuance of COs —

    Borunda Firth said the “overly narrow and restrictive” interpretation of the contract with voters in the 2012 bond election is troublesome.

    “We would have preferred for there to not be any ambiguity so we could clearly proceed,” Borunda Firth said.”
