Recent advertisements listing the El Paso Children’s Hospital CEO and its Board of Directors started to appear in the El Paso Inc. and in the El Paso Times this month. The first advertisement was placed in the El Paso Inc.’s December 1 edition. The second advertisement appeared on December 24 in the El Paso Times.
The first advertisement has the phrase “They Say a Fish Rots from the Head” over an image of dead fish with pictures of the El Paso Children’s Hospital Board of Directors under it. This one was published in the El Paso, Inc. The second advertisement, published in the El Paso Times, follows a similar look-and-feel, but with a picture of a young woman crying followed by the phrase “He’s Not the Only One that Can Ruin Christmas.” This version added Cindy Stout, the CEO of the children’s hospital, to the pictures and names of the Board of Directors.
Both advertisements carry the disclaimer that the advertisement was paid for by Concerned Citizens For A Safer El Paso Children’s Hospital PAC.
A review of the Texas Ethics Commission records for Texas PACs found that Concerned Citizens For A Safer El Paso Children’s Hospital PAC was registered with the agency on October 25, 2024. It used a PO Box in Austin for its address, but listed its treasurer as Mauro Rincon with an address at 522 San Francisco Ave.
The address on San Francisco is a shared workspace business that offers addresses to businesses. As a shared workspace area, anyone can establish a business address there for around $200 annually.

However, according to an Assumed Name Certificate that was filed by Mauro Alberto Rincon on September 10, 2024, it appears that the treasurer of the PAC operates MRBD Enterprises at the address.
A Linkedin profile for a Mauro Aragon lists him as the Principal Owner of MRBD. In addition, the Linkedin shows that Mauro Aragon worked as an “assistant campaign manager” for an undisclosed “U.S. Political Campaign” between August 2017 and November 2019.
Attempts to reach Mauro Rincon or Mauro Aragon were unsuccessful.
A review of the MRBD Enterprises website shows that the company offers business formation services, in addition to marketing and advertising services.
On December 15, 2024, David Saucedo told the El Paso Inc. that he is not involved with the PAC or had any knowledge of it, other than seeing the first advertisement.
El Paso Children’s Hospital has faced at least 14 malpractice lawsuits recently. David Saucedo’s lawsuit is the most visible of the lawsuits and remains pending against the doctors, although the hospital successfully argued to be dropped from the case last week.
The next campaign finance reports are due on January 15 when the PAC will have to disclose who its contributors are and list its expenses. The campaign finance reports should reveal more information about the PAC targeting the El Paso Children’s Hospital.
