The Texas Education Agency (TEA) licenses the teachers that teach El Paso students. One of the functions of the agency is to revoke the licenses of teachers found guilty of abusive behavior towards students. Some teachers surrender their licenses rather than have TEA revoke them.

The following is a list of teachers whose teaching licenses have been revoked by TEA or who surrendered their teaching licenses after an allegation was made against the teacher.

School Districts Taught At: YISD (2012-2013)
Narrative: Craig was working at YISD when TEA started investigating.

Teacher Name: Jesus Garcia
Date License Revoked or Surrendered: February 5, 2010
School Districts Taught At: YISD (2006-2009)
Narrative: Garcia was working at YISD when an investigation against him was opened by TEA.

Teacher Name: Alfredo A. Fernandez
Date License Revoked or Surrendered: June 13, 2013
School Districts Taught At: EPISD (2006-2010), YISD (2003-2006)
Narrative: According to the Texas Department of Public Safety, Fernandez was charged with “travel with intent to engage in illicit behavior”. Fernandez was sentenced to three years’ probation. Fernandez, while a high school teacher at a New Mexico school took a 17-year-old student from New Mexico to Texas to have sex.

Narrative: LeCocq was charged with “indecency with a child” according to the Texas Department of Public Safety. LeCocq was sentenced to 10 years of deferred adjudication probation.

Narrative: Lewis was teaching at EPISD when TEA investigated allegations against him.

Teacher Name: Jason Palomo

Narrative: Palomo was working at YISD when an investigation was begun by TEA.

Teacher Name: Jesus Oscar Jr. Quezada
Date License Revoked or Surrendered: March 28, 2013
School Districts Taught At: EPISD (1997-1999) and (2000-2011), El Paso Academy (2012-2015)
Narrative: Quezada was working at the El Paso Academy when he was investigated by TEA.

Teacher Name: Victor Hugo Talamantes
Date License Revoked or Surrendered: January 12, 2016

Narrative: Talamantes was charged with an “improper relationship with a student and indecency with a child,” according to the Texas Department of Public Safety. Talamantes was sentenced to ten years in prison followed by ten years of probation. Additionally, he was accessed 10 years of deferred adjudication probation for the indecency with a child charge. The victim was a 16-yearo-old student.

Narrative: Saucedo was working at YISD when TEA opened an investigation.

Teacher Name: Cecilia Monica Schlesinger

Narrative: Schlesinger was charged with “improper relationship with a student and possession of child pornography.” Schlesinger was sentenced to three years in jail. Schlesinger had photographs of a 16-year-old on her phone and had sex the student.

Narrative: Vidales was working at YISD when TEA began investigating him.
